Through a new TBD Mechanism, USAID will provide technical support to enhance access of most-at-risk populations (MARPS) and other vulnerable populations to high quality HIV/AIDS services in promotion, prevention, treatment, care and support. USAID will support the Ministry of Health (MOH) and civil society in the implementation of the "National Strategy for Integrated Care of STI/HIV/AIDS in the context of Health Sector Reform". This strategy will promote inter-programmatic and multi-sectoral coordination to improve access to quality services by increasing coverage, reducing vulnerability, facilitating behavior change and contributing to reduction of STI/HIV/AIDS incidence and its impact, especially in MARPs. All the activities will be aligned with USAID’s assistance objective of improving the health status of underserved and vulnerable populations in Honduras. As a result of this TA, the technical capacity of the MOH and other service providers to provide high-quality HIV services will improve as well as the capacity to provide pre-service formal education for health-related professionals to provide high-quality HIV/AIDS services.

Health system strengthening will be based on the new "National Strategy for Integrated Care of STI/HIV/AIDS in the context of Health Sector Reform". Human resources training, service certification, enhancing quality and access to services, and normalization of the provision of HIV services are main components of this support.
